Darr’s extensive community outreach experience includes serving as chairman and media liaison for the 1996 NFL YES referendum campaign which cleared the way to build an NFL football stadium and relocate the then Houston Oilers to Nashville. Darr’s role included hundreds of radio and television interviews, press conferences, live televised debate and county-wide public speaking engagements. Darr organized and held community meetings and events in all 35 councilmanic districts to spread the message “It makes sense, it’s good for Nashville, it’s more than just about football.” The campaign started in January 1996 with polls showing a 30-point deficit of support. The campaign ended on election day in May with a 58% landslide victory. This successful campaign was written up in the University of Maryland’s Journal of Sports History and serves as a model for similar efforts today. Opening the door to other professional sports franchises Nashville has become a major sports center in the U.S.
Total budget for the campaign was $750,000 which was largely spent for radio and television campaign advertising.

In 2002 Darr served as the Davidson County Outreach Coordinator for the Bredesen for Governor Campaign where he developed a county-wide grassroots organization of 1,100 volunteers which for the first time ever, successfully delivered all 172 precincts. Over the course of the campaign Darr traveled to each of 35 councilmanic districts several times delivering the message of “the right person, at the right time to be Governor of Tennessee.”
There were 1.8 million votes cast is that election state-wide. Bredesen won by 42,000 votes; 35,000 of which came from Davidson County. Bredesen went on to become one of the most popular Governors in the history of our state for the first time winning all 95 counties in his re-election.
While Darr had a Davidson County campaign operating budget of $100,000 the campaign actually raised 50% more funds within the county than was spent.

From 2006 to 2007 Darr served as Community Outreach Spokesperson for the Music City Center Coalition, a campaign to create community awareness of the need for a new convention center in Nashville. During that period, Darr made weekly luncheon presentations to large groups (400+) presenting the facts and taking open questions from the audience. The meetings all ended with people signing up to join the organization, receive communications and help promote the project at their various places of employment, etc. When Karl Dean took office as Mayor in September 2007, his early priority was to get the new convention center project underway. Today Nashville has become a major U.S. convention destination.
The Music City Center Coalition was a non-profit organization with an unknown budget. As a volunteer, Darrdid not request or expect to be reimbursed for time and expenses.
